AI governance frameworks and regulation in the Philippines
The Philippines governs AI without a standalone AI law. The Data Privacy Act of 2012 gives people rights over automated decisions and profiling, and the National Privacy Commission's Advisory No. 2024-04 explains how it applies to AI. Government agencies follow Joint Memorandum Circular No. 003, s. 2026, and the BSP has set voluntary AI governance principles for financial institutions.

Questions
Does the Philippines have an AI law?
Not yet. The House has consolidated AI bills and the Senate has its own, but none has passed either chamber. The Data Privacy Act and NPC Advisory No. 2024-04 are the main binding rules for AI that uses personal data.
Does the Data Privacy Act cover AI?
Yes, where AI processes personal data. The Act gives a right to information on automated processes that are the sole basis for significant decisions, its rules let people object to automated processing and profiling, and the NPC's Advisory No. 2024-04 applies all of it to AI systems.
Are the BSP AI governance principles mandatory?
No. Memorandum No. M-2026-031 describes them as voluntary and non-binding, while setting out the BSP's minimum supervisory expectations for AI governance and risk management at supervised financial institutions.
What rules apply to AI in Philippine government agencies?
Joint Memorandum Circular No. 003, s. 2026 from the DICT and the Civil Service Commission. It sets ten principles, requires an internal AI committee in agencies that use AI, and gives people affected by AI-assisted decisions the right to contest them and ask for human review.
