AI governance frameworks and draft laws in Papua New Guinea

Papua New Guinea has no AI law or data protection law in force yet. These are the instruments that matter, with the international standards many organisations use in the meantime.

Questions

Does Papua New Guinea have an AI law?

No. As at 18 October 2026 Papua New Guinea has no AI law in force. The draft Data Governance and Data Protection Bill 2026 contains a Part on AI principles, risk-based governance and prohibited practices, and the draft National Sovereign Digital Transformation and AI Strategy proposes a dedicated National Artificial Intelligence Act.

Does Papua New Guinea have a data protection law?

Not yet. The National Data Governance and Data Protection Policy 2024 sets the policy, and the Data Governance and Data Protection Bill 2026 that would give it legal force was released for public consultation in August 2026.

Who will regulate AI in Papua New Guinea?

Under the draft bill, NICTA would act as the interim National Data Authority, with functions that include a risk-based AI framework, AI audits and complaints. The draft national AI strategy proposes an independent National Digital Economy Authority with oversight of AI in the longer term.

Do PNG government agencies have rules for using AI?

The draft Government AI Adoption Framework, published for consultation in February 2026, commits public bodies to no AI-only decisions on rights, benefits or penalties, internal registers of AI systems and risk-based assessment before deployment. Government ICT procurement already needs DICT approval under the Digital Government Act 2022.
