AI governance frameworks and AI regulation in Norway
Norway governs AI today through the GDPR, which applies as Norwegian law through the Personal Data Act, and through sector law. The EU AI Act will follow through the EEA Agreement and KI-loven, Norway's own AI Act, which is still a bill. These are the instruments that apply to Norwegian organisations, with the EU and international frameworks most of them build on.
Who regulates AI here
- DatatilsynetNorway's data protection authority, which supervises the GDPR and the Personal Data Act and runs a regulatory sandbox for responsible AI.
- Norwegian Communications Authority (Nkom)Proposed in the draft AI Act as the national coordinating market surveillance authority and single point of contact for AI.
- FinanstilsynetSupervises banks, insurers and other financial institutions, and is proposed as the AI Act market surveillance authority for financial services.
Norway
Norway applies the GDPR through its Personal Data Act, with the EU AI Act to follow through the EEA Agreement and a national AI Act still before government.
European Union
The EU AI Act sets risk-based obligations for AI placed on the EU market or used in the EU, alongside the GDPR's rules on automated decisions.
International
Standards and frameworks that apply across borders. Most organisations use one of these as the backbone of their AI governance, whatever their jurisdiction.
Questions
Does Norway have an AI law?
Not yet. The draft AI Act, KI-loven, was sent for consultation on 30 June 2025. On 4 August 2026 the government announced a new consultation on an amended bill in autumn 2026, aiming to present it to the Storting in spring 2027.
Who will supervise AI in Norway?
The draft bill proposes Nkom as the national coordinating market surveillance authority, with sector regulators such as Finanstilsynet supervising AI in their own areas. Datatilsynet supervises AI that processes personal data under the GDPR.
Does GDPR Article 22 apply in Norway?
Yes. The GDPR is Norwegian law through the Personal Data Act, so Article 22 governs decisions based solely on automated processing that produce legal or similarly significant effects for people in Norway.
