AI governance frameworks and AI regulation in Israel

Israel governs AI without an AI law. The Protection of Privacy Law, overhauled by Amendment 13 in August 2025, applies to any AI that processes personal data, and the government's AI policy asks sector regulators to govern AI with risk-based, mostly soft tools. These are the instruments that apply to Israeli organisations, with the international standards most of them build on.

Questions

Does Israel have an AI law?

No. The government's Policy on AI Regulation and Ethics, adopted in December 2023, chose sector-by-sector regulation over a horizontal AI law. Existing law, most directly the Protection of Privacy Law, applies to AI.

What did Amendment 13 change?

It broadened the definition of personal information, introduced information of special sensitivity, expanded notice duties, required many organisations to appoint a privacy protection officer, narrowed database registration and gave the Privacy Protection Authority administrative fines. It has applied since 14 August 2025.

Has the Privacy Protection Authority issued AI guidance?

It published draft guidance on applying the Protection of Privacy Law to AI systems for consultation in 2025. It covers consent, transparency, scraping, impact assessments, accuracy, data subject rights and staff use of generative AI.

Does the EU AI Act apply to Israeli companies?

It can. The EU AI Act reaches providers outside the EU that place AI on the EU market, and providers and deployers outside the EU whose AI output is used in the EU.
